Our staff are committed to offering the highest quality standards combined with finding the right consultant for the job, and building a team of experts to serve both the needs of the project and the culture of our clients' businesses. Sisters, Cheryl Blackwell and Jean Rosser are the owners of Top Shelf. Jean is retired from the school system. Cheryl has a background in staffing. We're locally owned and operated, so we don't have to cut through corporate red tape to get anything done. We have the flexibility to respond to an immediate need promptly. We are fully insured and here for all of your staffing needs.
